Definition of 「褔」: 
1. To be filled; to be full.
   (充满)
2. To conform; to be in accordance with.
   (符合)
   Example: "宜蒙纳许,以~海内欣戴之望。" 
   (It is appropriate to receive the permission, so that it conforms to the hopes of joy among the people.)
Verb: To fill up.
   Example: 清 Dynasty, Wang Niansun in "Guangya Shuzheng, Volume One, Explanation": “褔,盈也。” 
   (Fú means to be full.)
Noun: A measure word used for counting clothing.
   Example: Tang Dynasty, Yan Shigu in "Kuangmiu Zhengsu, Volume Six, Supplement": “今俗呼一袭为一褔衣,盖取其充备之意,非以覆蔽形体为名也。”
   (In modern usage, one outfit is referred to as one褔衣, which conveys the meaning of fullness, not merely covering the form.)
